My name is Ingrid “Jo” Phillips, and I am the founder of Integrated Healthcare Solutions.

After a rewarding career in the U.S. Navy, I retired in 2017, only to find my passion for public safety calling me back to serve. I spent six wonderful years leading and shaping Chesapeake Fire Department’s innovative Mobile Integrated Healthcare (MIH) program.

As the very first MIH program in Hampton Roads, CFD has blossomed into one of the most successful and admired initiatives across the country. It truly serves as a shining example, inspiring many other agencies by showing just how accessible and achievable it is to start an integrated healthcare program.
